HUD Compilation Bulletin Update (9/13/17)

Major Changes to Inspection Protocol

Effective 10/2/17, all UPCS inspectors are required to follow HUD’s new compilation bulletin in their performance of REAC inspections. The new update includes new criteria on deficiencies previously not enforced. The bulletin itself (last updated on 3/15/15) has increased in scope from 40 pages to 95 pages. UPCS Inspectors LLC has already revised their 1-day and 2-day training courses to include all new updates from this bulletin.

Just announced:

  • For inspections in the Louisiana FEMA-declared disaster zones no inspections should occur through September 8th.
  • For inspections in the Texas FEMA-declared disaster zones no inspections should occur through October 27th.

Lead Based Paint Update (1/24/17)

Just Announced: Lead Based Paint Protocol Update

Effective 1/30/17, all UPCS inspectors must capture a photo of the lead-based paint certification report as part of REAC inspection requirements for any property built prior to 1978. The inspector must be provided the summary of the lead-based paint inspection to satisfy HUD REAC requirements. Invoices, contractor proposals, inspector qualifications, and inspection cover pages are not substitute for the summary report and will not meet REAC requirements.

Notice of Industry Standard Repairs (7/11/16)

Certain Repairs No Longer Acceptable

On 7/11/16 HUD announced major changes to the UPCS deficiencies recorded in a REAC inspection. HUD has provided a partial list of repairs that are no longer considered adequate. If these repairs are observed, the inspector must record a deficiency.

In addition, the notice expands to any repair that the inspector deems is poor or not compatible in design and quality with the original and adjoining decorative finishing materials. The new standards are effective on any inspection performed after 8/1/16.

Non-industry standard repairs will covered in all future UPCS training classes provided by UPCS Inspectors LLC.

Protocol Change For Bed Bug Units(1/21/16)

New Change to Bed Bug Protocol

Effective 2/1/16, bed bug units are no longer exempt from REAC inspections. Before the start of the inspection, property staff must provide the inspector with a list of all active bed bug units. The inspector will mark all units in the inspection software and call the REAC Technical Assistance Center for a TAC number. After the inspection sample is generated, the inspector must enter in bed bug unit that shows up in the sample. Previously, the inspector would have been allowed to select an alternate unit, but this is no longer acceptable.
