Technical Reviews and Database Adjustments (Appeals)
There are two different processes available to appeal a physical inspection score: technical reviews and database adjustments. If corrected/adjusted, appeal will result in an improvement in the property’s overall score.
Technical Review
Property representatives would use a Technical Review to dispute:
- Building Data Errors – The inspection includes the wrong building or a building that is not owned by the property.
- Unit Count Errors – The total number of units considered in scoring is incorrect as reported at the time of the inspection.
- Non-Existent Deficiency Errors – The inspection cites a deficiency that did not exist at the time of the inspection.
Database Adjustment
A database adjustment may be requested for circumstances affecting the inspected property that are out of the ordinary, such as:
- Local Conditions and Exceptions
- Ownership Issues
- Adverse Conditions Beyond the Owner’s Control
- Modernization Work in Progress
- Database adjustments do not apply to circumstances addressed in technical review process.
What Can Be Expected?
An email will be sent to the originator of the request explaining what action has been taken and if the request was approved or denied. Possible outcomes are:
- Review is denied and no change in score
- Schedule a new inspection
- Correct the physical inspection report with a corrected score
How to Submit the Appeal
Property representatives must use the official REAC appeal request form to submit their appeal. There are specific deadlines that must be met and inclusion of the proper support documentation and language will improve the odds of a successful appeal.
