The Reverse Auction Program had announced that four auctions would occur either on 12/9 or 12/16. The auctions would have included public housing and multi-family properties with REAC inspection performance deadlines of April 2018. On December 12th, these auctions were postponed and HUD will announce a new auction date when it is scheduled.

As Florida and the Caribbean recover from Hurricanes Irma and Maria, HUD’s Program Offices have announced that no REAC inspections will occur in Florida, U.S. Virgin Islands, or Puerto Rico through November 25, 2017.

Effective 10/2/17, all UPCS inspectors are required to follow HUD’s new compilation bulletin in their performance of REAC inspections. The new update includes new criteria on deficiencies previously not enforced. The bulletin itself (last updated on 3/15/15) has increased in scope from 40 pages to 95 pages. UPCS Inspectors LLC has already revised their 1-day and 2-day training courses to include all new updates from this bulletin.

Effective 1/30/17, all UPCS inspectors must capture a photo of the lead-based paint certification report as part of REAC inspection requirements for any property built prior to 1978. The inspector must be provided the summary of the lead-based paint inspection to satisfy HUD REAC requirements. Invoices, contractor proposals, inspector qualifications, and inspection cover pages are not substitute for the summary report and will not meet REAC requirements.
